At PDE Public Health Consulting, LLC we provide tailored capacity building support services to corporate, for profit, non-profit, community, and faith based organizations working to improve the health and well-being of BIPOC and marginalized populations through people-centered, culturally informed, and equity centered programming, resources, and services.

Pascale D. Edouard, Founder & Principal Consultant

Dr. Pascale D. Edouard, DrPH, MPH is the founder and principal consultant of PDE Public Health Consulting, LLC, an boutique public health consulting firm dedicated to collaborating with corporate, non-profit community and faith based organizations to provide people-centered, culturally informed, and equity driven health programming, educational resources, and capacity building services in efforts to advance health equity among historically marginalized populations.
​She is a public health enthusiast committed to advancing practices and policies that address health inequities. Her passion lies at the intersection of public health and social justice, focusing on how historical injustices against racial/ethnic and historically marginalized populations contribute to poor health outcomes. A graduate of the University of South Florida, she holds a Doctor of ​Public Health degree and a Master of Public Health degree from Florida Agricultural and Mechanical University. Dr. Edouard has approximately 15 years of experience addressing health disparities and advancing health equity among Black, Indigenous, People of Color (BIPOC), and other historically marginalized populations. Her career spans diverse settings, from local county health departments to non-profit organizations, where she has spearheaded initiatives to shift systems, policies, and practices towards health equity and justice. Her collaborative efforts across these diverse settings led to significant improvements to access to
healthy food in food desert communities, quality mental health services for marginalized populations, and mitigation in Black maternal and infant mortality rates.

Dr. Edouard has also been instrumental in establishing a county-wide community health worker program and developing a federal program to train the next generation of public health professionals. Her success in previous roles is rooted in effective communication and collaborations, complemented by her extensive experience in grant writing and management, overseeing grants totaling more than $4 million. She believes in the power of collaborative efforts to advance health equity for all.

Dr. Edouard is Haitian American and lives in Florida with her family. She enjoys reading, trying new foods, and staying active through running, cycling, weightlifting, and yoga. She has a profound love for chihuahuas and is a fur-mommy to Zuri. She is blessed to have been rescued by her two heavenly fur-angels Lela and Zeke.
